22 degree halo

I took this in November last year but I just came across it when going through some photos. It was taken in Sydney.

I don't usually get lens flares on that lens so I'm not sure what that secondary ring near the edges of frame is? Could it be one of these: http://en.wikipedia.org/wiki/Circumhorizontal_arc ???
