Robin has the probable reason. Bandwidth is finite and will be sold to the highest bidder. The leftovers go to everyone else. This was not a problem a couple of years ago because of the much better ratio of bandwidth to usage however the internet is sturated these days, mostly with spam and video, so peak usage times can be extremely slow to get a slot.
By the way The NBN will not fix this, probably make it worse. The problem is the bottlenecks in international traffic, like a need to quadrupal the number of satellite or other repeaters etc.
Be prepared to have a continual downgrade in internet performance over the next few years.
