Very good article, but a little behind in the race. The US military-industrial-intelligence complex had gotten away from proper scrutiny decades ago. It's already an entity unto itself and can do what it likes when it likes. It can hide information from its own people better than it can gather intelligence about others. Where it can't hide information, it uses lies and misinformation to cloud the issues. In actual fact, the whole edifice is an oxymoron...it's great at some things and yet totally inept at others, and that's why it works the way it does. And why it was setup to work that way and why it evolved that way. It's much easy to keep secrets if you're over compartmentalised, even if what's being kept secret isn't really a secret.
