I looks like a basic fan - US$50 seems pretty expensive.

looks more than a fan if you go by the description as pasted below:

This is an easy to install kit that adds a Peltier TEC (thermal Electric Cooling) to your DSI. Any model, B&W or color. Takes temp down -20C from abient. Full install instructions included. Parts included, small TEC(peltier) , aluminum spacer, optical window(for some models), foam gasket, thermal grease, fan, power socket and power supply.
