Native Bees or Wasps?

I discovered these Combs in a Carport adjacent to Wollombi National Park.
I wondeed if this are Combs from Native Bees. They were not agressive at all.
Wasp nest usually have a different structure?

I'm sure there are some knowledgable Biologist out there!

Wasps

Native bee don't have external hives, they are usually enclosed.
