Likewise, I have also found access reliable lately.
Your issue won't be related to site certificates as iceinspace only requires
http not https.
If you are using an ADSL connection, sometimes a non-optimal MTU
setting can result in similar quirkiness. Conferring with your ISP and
setting the MTU to the number of bytes they recommend is the
prescription in that instance.
Or it could be due to some entirely different problem. I gather you can
access other sites when you can't access iceinspace? Sometimes
you will find that there will be a handful of sites you can't reach.
Entering the URL and then pressing SHIFT-ENTER will circumvent
the cache on many browers forcing it to do a fresh fetch. It may not
be a cure but it can sometimes tell you a little more.

The next time it happens to you, it can be instructive to try entering that
IP address into the brower's URL input field and see if you can still access
the site that way, thus circumventing the DNS lookup.
