It's a Toshiba-installed networking diagnostic/configuration program. Here is some background info:

It's not part of Windows by default. Uninstalling
may affect networking functions, since one never knows how tightly an OEM integrates their bloatware into the OS, but the drivers are separate. HP has a similar WiFi utility, andI know from experience that, in HP's case, there is no problem uninstalling it.
It seems to be the Tray menu that has failed, rather than the whole program. But, the program may not be mecessary for you, so you could choose to uninstall it - create a restore point first, of course.
There are uninstall instructions at the end of the first link - it's the normal uninstall process - no surprises there, but the first link notes that:

As others have suggested, you could stop the meny (tray) service only - try through the Task Scheduler in the Accessories - System Tools menu.
