Up until recently, they simply applied for (and were granted) licences.
I think they were 12 month renewable licences.
A piece of Crown Land can have any number of licenced users.
These are cheaper.
But if no licence holder objects, one can apply for lease.
This gives them full control and they can sub let to others if they want (and charge a fee for use).
We enquired about obtaining a licence for Tom McKenzie Park(aka The PC), but as we did not have a formal structure, insurance, or finances, these proved obstacles to the plan. Alternatives avenues proposed by others (anonymous "connected" parties) failed to produce results. And we have had
information blackout for 7 months now.
If you have your eye on a piece of crown land, it would be an idea to enquire about a licence before considering a lease.
