Mark,

Don't confuse guiding speed with tracking speed, your mount will by default track at 1x sidreal, however guiding speed is the speed of the guide corrections and if this is set to high eg 1x depending on your other settings you could over correct and in poorer seeing PHD does not like fast corrections.

The other thing to look at is if your camera supports sub frames, if it does you might try switching sub frames on.
