One more thing on ATX supplies (Sorry I'm having a bit of a sporadic brain fart here):

The ATX specification allows powersupplies to shutdown if they don't sense a minimum load on the 5V rail. Additionally powersupplies do not need to provide a decent load on other rails unless the 5V rails has load on it. An example power map shows for instance that an ATX psu does not need to supply 250W on the 12V rail unless there's at least 30W powered by the 5V rail.

This is just a spec. Your Mileage May Vary. I had one ATX PSU that had no problem acting as a bench supply. However my current ATX PSU that I use for my bench supply would not power on until I put an 8.2ohm 10watt wirewound resistor between 5V and Ground. The exact value isn't critical but you should be drawing at least 0.5A.
