Someone should just get a paintball gun filled with black ammo, go out in the middle of the night and fire away at those streetlights.

Write to the Local Council with your concerns about the light, make your argument by leaning on the enviro side and try to avoid your personal interests unlesss the light is "Disturbing Your Sleep". Green Is Good.
