Power supply failure ?

Hi my son is running a thermaltake 430 .
Now the puter wont turn and theres no activity at all exept theres power to the USB as the mouse lights up.
So my question is could the 12v power be dead on one circuit and say 5 volts to power the usb be alive or is the motherboard shot.

Yes Kev, you can have one part of the supply fail.
