Wills Woodbines was a brand name for Cigarettes popular for years, which you could even buy one single cigarette when I was a kid.

An interesting coincidence. If my kids read this 10 years ago, they'd ask, "Was that after the dinosaurs or before?"

Were the single cigarettes enclosed in a celophane wrapper?

No Marty, the shop keeper would just take out of the packet as many as you wanted and charge you accordingly 
All as you would is say can I have a couple of Woodies, and that is what you got.

I recall the 50's as a time when many people had minimal disposable income.
I saw 'fags' sold in packs of 10 and in super size packs of 20.
I was never aware of smokes sold singularly. It does not surprise me though.
Retail practice such as that allowed smokers to get their fix and not break the bank. Thus avoiding performing atrocities to their spouses caused by nicotine deprivation.

I can remember buying "singles" of Woodbine too back in Scotland. Used to get them in 5 packs as well.
"Three men frae Carantyne, 5 Woodbine an a big black Greyhound dug called Bob, went tae join the Parish"
Toryglen Boy and a few others will remember that wee song
