I don't know what the explanation would be for it.
I guess there may be forces out there that we are unaware of, or like you say, they're scared of the dark and therefore are mainly active on the full moon.
Who knows?
I just wish that they'd quit being idiots and try to improve their lives instead of ruining everyone elses.
