Fountain Foam

I walked past this fountain in Newcastle today and was suprised to find the water, well 'foamy'. Never noticed this before not sure if it's a cleaning procedure?....

maybe some kids dumped some babble bath in teh fountain?..

I remember once we stayed at a place with a spa in canberra... we put babble bath in teh spa!

Nice shot Lydia, yeah I'd say it was a practical joke.
Kids do it to the fountain at the local mall all the time.

Thanks, I read that some types of algae can cause this problem in fountains but this seems extreme.
