Question What is this?

Never before saw this.. it seems something attacked the tree I planted on the street.

Anybody knows what that might be, and what can I do about it?
The third image shows familiar animal, but still... the intensity of attack is really curious.

I normally try the hose first!
If they don't budge, pyrethrum or pest oil should do the trick.
