How do i convert this to a gif ?

What is it?

You can probably use a program called "bink & smacker", which can convert files to different formats. You'll need to save the individual frames, and then use a gif generation tool to make an animated gif from the frames.

you need to be able to seperate the frames in the wmv, try converting it to a avi using one of the many converters.... I am guessing here... then animation shop to save as a gif?
