Ummm.... those parts aren't going to even add up to $10. I know some ebayers list options that can include anything including a part--maybe this ha an option for a tiny roll of filament. Just so that they can get their listings stand out more.
I do know there are some sub $300 printers on the market that actually aren't that bad. Even the ones sold on Aldi. They sold out pretty quickly
If you're game, you can get the parts for less than $200 and build your own Prusa i3 Mk2 clone (worth $800 as DIY kit or or $900 assembled from Prusa):

Took us about 8h to assemble ours from the official DIY kit, and another few hours of tweaking. Still waiting on our multi-material upgrade kit.
