Manpower (the dept of 2nd WW)

Can anyone point me in the correct dirrection to learn more about the roll of the Director of Man Power during the second World war.

I dont think that helps thanks posting the links.
I understood that there was a department called Manpower which in effect directed all opperations in the war. I would like to know more about what it did and the role of the Director.
