I sympathise with you. I don't have one powerful light in particular, but I do have three street lights in direct view.
Is there no possibility of some sort of agreement with your neighbour

Is it on a sensor? Or do they switch it on themselves. Talk to them it can't hurt. Explain why it is a problem, let them look through a scope. If they understand your issue they might be more likely to take steps to contain or change the light. That said there are people who just won't care and enjoy putting their light footprint everywhere.
A few 'fix' ideas- plant a row of Leighton Green evergreen trees, these things turn into dense high hedges within a few years- in some places they are known as 'spite hedges' for their ability to block neighbor views. I have a nice row of these which are just getting dense enough to block off a street light.
Put up two log posts or flag poles, with pulleys at the top you can hoist a big black/silver tarp to block off the light.
Finally, one of the spray painting drones could take it out pretty essy if your really angry.

This would be funny if it wasn’t a reality. Definitely talk to them. But have a backup plan. If there’s room for a tree, buy the seedling now and plant it.
2 years ago I had an issue with a neighbour who put up a motion detector light 1m from my fence line. It turned on whenever I went out my back door at night, and lit the area up. She wouldn’t do anything when I spoke to her, and I had to go to the Department of Justice Mediation Centre to get her to take it down. 6 months later she put it back in a slightly different position. Soon after the house got sold to a property investor, and the current tenants leave the light off, but it is still there.
So get planting. You never know what your neighbour will do.
I had the exact same situation with my neighbor. Went over, talked to him, got him over one night to see what I was doing and look in the scope. Best mates since then. Go talk to him.
I have a nice 4 foot mirror you can have. Set on your fence it will enhance your screen a help to light up his garden.
Failing that, an 8x4 sheet of ply with alfoil on it will return his lighting with no losses.

Yes, talk to your neighbour Peter and see if something can be worked out (eg. a light shield). If not, your local council may be able to step in (but that will damage neighbourly relations of course).
My neighbour is a musician and he often has friends over for practice sessions in his shed at the back. Quite a treat when I am stuffing around in my backyard imaging.
