What time is it really?

There is a possible change away from GMT/UTC to Atomic time to avoid the problems of leap seconds to keep the worlds telecommunications systems in sync. Surely this just shifts the problem as there will still need to be a fudge factor to convert to local time for us mere mortals.

Anyone with the inside gossip on what this is really about?
