Looks like a missile tracking system. There was one similar for sale on ebay a while ago.

That's cool.

It looks like one of those reconditioned guided missile launchers/tracker. They pop up on ebay occasionally for around $5,000.

Can you imagine how many cop cars pull him over.

Yeah test range tracking equipment. Seen similar tracking stuff, albeit a little older, at Woomera range.
