have you seen this pic? and know how to make it?

Just hoping that someone has seen this attached photo and knows how to create it or has some great links to show me how to achieve this.
I'm using PSE 8

I have also attached a pic of the cat I would like to apply this effect to- un processed, uncropped etc etc.

BTW some amazing pics on this site....
There are no indications as to who made this pictures or how it was done.
As far as I can see there is no copyright........
Tried google.... but nothing what i'm looking for.

I would appreciate any response!!!!

It's probably done with one of those Topaz plug-ins or any number of fractal generators.

The way I'd tackle it: inversion, selective colour and multiple edge detection/blur routines. Might not get it 100%, but, it'd be interesting to try.

Somehow I thought you might be one of the first to respond H!!! Thank you.
However...... I'm just a beginner........
Love to have a more detailed description.....:}
I realize you might not have the time (-or want to - for that matter...I understand ;>)
I will have a look now in PSE for those effects/terms and have a go!

Thomas.... what does KLU mean??? ( I'm guessing CS stands for creative suite.... which I dont have and yes he is an awesome cat! Zues is his name )

CS = clear skies
KLU = keep looking up

I'm not sure if the things you're after are available in Elements, unfortunately, Bart.

The Topaz plug-ins you'll have to purchase. Do a Google search for fractal plug-ins for Elements. You might find some free ones?

Yep PSE 8 is limited to some degree, unfortunately.
I'll keep serchink.
Topaz sounds like a filter that would match a filter for this job ...
going to have a look now!( as well as the fractal plug-ins)

No worries mate. Pretty cool effects. I had a bit of a play with it some time ago. Seems to work best on shots with strong curves and/or lines. Cat fur works well. Like the effect on the eyes.

Must agree.... fur ( or fuzzy texture) , strong contrast and curves.
