I’d say it's going to hold communications gear - mobile phone thingy-ma-jigs, microwave emitters/receivers etc...
Actually, iceman might have bought the space to hang the new "iceinspace" neon sign that is about to grace the cdb skyline...boo for more light pollution!

Cooling tower for what? – thermonuclear reactor? Perhaps Westpac purchased Lucas Heights and want to keep a closer eye on them by relocating the facility on their roof!
Could be a new coal powered electricity station – or rollercoaster ride in the making…?

Dont lift wells go down into the building not up above them , but then Im not in the contstruction industry.
Must admit when it was equivalent to one floor high not 6 or 7 I thought it could be to do with the lifts

Just check that westpac is not building a similar one on its building in Melbourne or Perth. If they are it could be one of the bases for the new sky high laser illuminated bill board that is being put into low orbit.

I work in the radio comms industry and I bet some months down the track it will have microwave dishes and/or cellular panel antennas all over it, as city building top real estate is always in demand. BUT it doesnt appear to be purpose built just to serve as a comms tower.
Not long ago Ken one of the dark bubbly soda companies ,the one Britney Spears got into trouble for for drinking in public after signing an advertising contract for the competition, put forward the idea of working towards the worlds first orbital bill board. And they were serious. Fortunately the hue and cry over the idea quickly silenced them. though I don't doubt that they are still working quietly away on the idea
Nah, going back to one of my original thoughts - iceman is going to use it to beem the iis logo across the nation.
Or, Westpac are going to use it as a massive drying rack in an attempt to take over and monopolise production of sun dried tomatoes in Australia. Or, they are moving into laundramats and using it for drying clothes?
