Honestly.

There is a perfectly simple explanation.
First you need to take into concideration that the photo is taken in daylight and they are obviously not using the scope.
Secondly, they are in the middle of a desert like environment where there is a real risk of getting sand and dust blown all over the place.
Therefore they have tilted the scope down so all that dust and sand will not settle on the mirror.
I'll leave it up to someone wiser than me to explain about those other things hanging off the scope.
