Full Moonless February

An observation of "2010" shows that the second month is lacking a Full Moon.Raises a question.When was the last year that this phenomena was recorded?

It depends a bit on where you are. For instance if the full moon will occur on Feb 28 (non-leap year) or 29 (leap year) after 14:00 UTC then Sydney and everywhere east of there does not have a full moon in February. If it is before 14:30 UTC Adelaide does.

I found one page that quoted Meeus and said 1809, 1847, 1866, 1885, 1915, 1934, 1961, 1999, 2018, 2037, 2067, 2094 but it didn't say anything about how local timezones affect it.
