What to do?

I noted this item on ebay
http://cgi.ebay.com.au/ws/eBayISAPI....107792861&rd=1
and it seems to advertise solar filter with it. I have attempted to contact the seller but no response. Who do you complain to to stop the sale of an eyepiece solar filter? I can't imagine that the scope would come with a proper solar filter for the price.
