Strange British astronomers' apparel - where's our IIS equivalent??

I'm just wondering why the guys over at Stargazers Lounge in the UK get these, and there isn't an IIS equivalent?

Mike?????

PS: Just wondering when, in the UK summer, might people actually wear these in public? It's either drizzling or cloudy...
