The night sky has gone for good about 10 years now I'd say. As the sun sets the sky brightens up. Adding LP won't have any effect locally but it's going to light up sites as far as Ilford/Wiruna. Already is. They're redeveloping Liverpool as well. The Airport is coming. This place is going to be the new Botany/Alexandria in 10 years time. The infrastructure is already in place. The road from Liverpool to Bringelly is almost as wide as the M5 now. The train station in Holsworthy is massive and has been operating for a while now ready to go. My bet is that anything between cowpasture road up to Wallacia and the whole of EMU plains will be massively developed over the next few decades. It will shift a lot of business from the city to the west. When I moved it here it was called cowpasture road for a reason. That's all there was.
