It is for all the field and is part of the mandated "formula" for 2014.
In 2013, they are all using 2.4 litre V8's (not V10's) which they introduced in 2006.
So come 2014, they are a 1.6 litre turbocharged V6.

As is mentioned there, whereas the current V8's rev at 18,000 rpm (and as you
will be familiar with watching the race, they routinely hit the rev limiter down
some of the straights) the 2014 engines rev at 15,000 rpm, however the turbos
then produce an additional whine at 25,000 rpm.
Anyone who has been to an F1 circuit can testify to how loud, well beyond the
pain threshold, the cars are. Apparently the new engines will still be phenomenally
loud. So race goers will still be able to experience that unbelievable terrifying
banshee wail the cars make.
The current V8's produce in excess of 750bhp.
The makers say the new engines output power exceeds that of the current engines,
producing some 600bhp but they apparently have energy recovery systems
powered from the exhaust that harvest an additional 160 horsepower for over
30 seconds each lap.
Apparently the current engines are rated for about 2000km but the new ones
are being engineered to last 5000km.
I've posted this link before, but it is fascinating to see and hear them testing
one of the current Renault engines in the test cell starting, at the 3:34 point in
the video. Love how it glows red hot. Imagine how quickly you could mow the lawn with this thing.
