LOL do you have Windows Image Resizer??
If not, download and install.
then you right click on your image, and choose, say, Medium.
Or, if you have Photoshop.
Choose, Save for Web and Devices. Then use the slider to adjust it to a tad under 200kb.

agree, That is quite Awesome and I dig the blue stars and some are showing a tad of red, maybe they could be saturated a little more too ?

Pat that is very good
Download irfanview and the plugins.
Then you can load any image and resize it and then save for web and specify the file size.
