Try Sonoco P/L in Williamson Rd Ingleburn, Sonoco are the manufacturing company of sonotube and many other varieties of cardboard tubing, they may sell offcuts or you may have to buy a full length. Good Luck.

I used to work at the Melbourne Sonoco. They pretty much have a monopoly on the tube market. They make everything from pencil size tube to concrete column size sonotubes. I would just drop by and ask, they throw dumpster loads of off cuts away daily.
Also Sonoco P/L in Williamson Rd Ingleburn have out the front metal tubing for sale looks like different sizes. I dont know how much or what its made out of but its been there for ages so they must be selling it off.
May have to go for a drive up there to check out what they've got for myself.
