They spend 0.5 of 1% of their budget on NASA....it's a paltry drop in the bucket. I've seen people complain about this and say look at the health system and education cuts etc etc. If they didn't spend the $1trillion a year trying to fight unwanted wars and take countries over, they wouldn't be in the mess that they are. They'd also be in better condition if they put a stop to their financial institutions carrying on like they did and still do.
In any case, they need someone with a bit of courage and vision to actually set an agenda and push for things to happen. Give NASA something to work with instead of strangling it all the time.
What's even more interesting is the insane amounts of money that can't be accounted for that the Pentagon use in their black budget projects. Just Google "US Black Budget" or "Pentagon Black Budget". Makes the NASA budget look like small change.
And they wonder why they can't find money for anything else!!.
