I don't know about the weather aspect of Tromso, but assuming it survives find_orb predicts mag between -4.5 and -5.1 on Nov 29. It's not visible for most of the week before but is from then on.

Im contemplating booking my tickets soonish, regardless if it survives (Northern Lights are there anyway). I also just want to find a place up there where it mostly clear
