Get tzedit.exe from M$ and you can fix it to be right for 2009. I have a copy if you can't find it. There might be an update for all the TZ settings somewhere at M$.
If only M$ used the Olsen timezone database.

Sydney Olympics? Olsen timezone database? What have they got to do with IIS Profiles?
As I said, I've changed the DST settings in my IIS profile and the times are now displayed correctly, end of story.
