Hello, I want to add some more concrete over the base plate of pier which is bolted to the flat top of my block(concrete)
What's the best bondcrete mix to use to then allow adding another layer of concrete?

It's not so likely to stick to a steel surface, usually you pin the old concrete with a few bits of Rio bar.
If you are still keen on just using a bondcrete mix use the following
1 part bondcrete, 3 parts water. Then add 50/50 cement powder and a high grade cement based adhesive ( tile glue) mix till a creamy paste. You will need to clean and damp old concrete down first.
if you are going over steel then apply something like ardexX77 first and let set then apply the bondcrete mix the next day.

Bondcrete is PVA = polyvinyl acetate = woodwork glue.
Better still is the yellowish aliphatic PVA.
