I have to ask - unless you have one 15GB file, why can't you just split your files over several disks?
Second thought - if you do have a huge single 15GB file, why not use a file splitter program to split it into smaller ones that do fit on a DVD each.
I use CDBurnerXP, but don't think it can span multiple disks. http://cdburnerxp.se/

I have Steam/HL2/CS:Source etc too. I haven't used the Steam backup facility. You can just save the .gcf files individually to save having to re-download if you reinstall. Not sure about "save game" files, but imagine if you can find them in there they'll be pretty small and fit easily in there somewhere.

Do like troypiggo suggested - splint them over several disks. Use http://www.win-rar.com/ to add your folder/s to an archive and just set the size of the volumes to whatever you like (it has default settings to span DVD's but I would make them smaller like 1G or less).
Too easy :D

Oh and if it wasn't self evident once you have your multivolume archive using winrar - i.e.
backup.rar (1G)
backup.r00 (1G)
backup.r01 (1G)...etc.
You just burn them across your DVD's as a normal data DVD's. Ever want to restore them just copy them back from DVD to HDD and exrtact..

Yeah, some filesystems spit the dummy if a single file size is over 1GB.

You could also try HJ Split for splitting large files.

There are so many different platform options with this program.
