Hi All
I would like to submit some photos to this forum .What process do I do to resize in Photoshop to get them to the right file size.

Kepp,

There are several things you can do.

1) resize

2) compress

for 1) the keyboard shortcut command is:

ctl + alt + I

leave the sharpening method as bicubic sharpener too. Simply type in the new dimension (say, 1024 pixels wide). height will be automatically adjusted to keep the same dimensional relationship after the resizing effort.

for 2) - ctl + alt + shift + s to open up save for web. There's a slider bar near the top right which affects file size. Drag it until you get just under 200kb and then click save.

I recommend resizing the image first, and then compression (i.e. the steps as I've done them).

Another alternative is to select File>Save for Web & devices. This opens another window that allows you to adjust size and quality until you get under the 200kb limit. If you set your width to around 800 to 900 and then adjust your quality slider (make sure the selector is set to jpeg). The attached sample has been saved at 900 pixels wide and 196 kb

You could try VSO image resizer, free download, very quick and easy to use, has a good range of settings and works well.
