I’m not planning to do this in a steel pier, but I am curious about the science behind an internal chain damping vibration in a steel light pole

Well..

Chain absorbs vibrations because of friction between individual rings, which dissipates vibration energy...


Rubber pads are also effective, but less prominent, so you can't hit them in dark easily..


IMO the best anti-vibration strategy is strong, sturdy tripod.

With the short length of a typical pier the argument seems illogical. True a steel pier can 'ring', which is why I prefer concrete.
