PSE 7 "Broken"

I've been using Elements 7 for years to resize images for the web. Haven't needed anything else.
I tried to open it yesterday and no-go. Suspiciously, just after a Windows update. No amount of re-starting seems to work.
Currently running Windows 10
Does anyone know of a cheap (or better free) app. or bit of software that can re-size (change pixel and/or byte count) an image for web posting?

I use Photoscape which is free and can do all that you ask, plus a lot more.

Beware when I downloaded it off CNET it came with baggage, i.e a new tool bar and a search engine which I didn't want. Its easy to get rid of the baggage so no long term problem.

Pixresizer works well for me and FastStone Image Viewer. Both freeware.
