I think it's Iron deposits oxidising in a thin sandstone layer :D

Its the base of a continuous dripping area where the water has slowly erroded the sandstone/sediment layer away leaving a dohnut shape. the out ring caused by the splash and the central hole caused by the initial drop.....
Ok, we dont know, please tell us.

Great job Everyone!! This wasn't really fair to you all, but we really got some interesting guesses and some really close guesses actually. I was told by a geologist that it looked like Iron Slag to them....? It's a rock. :-) dt
this has been rather interesting you know... we should have more guessing comps like this :)
