Advice wanted for small opening skylight / window solution.

I have an opportunity to install a nice big skylight up to 1200mm x 1200mm wide. While it's not the perfect observatory fit-out it might be nice for casual solar/lunar and planetary obs form indoors with a nice open western aspect on a sloped roof.

All the skylights/roof-windows I've looked at are fixed or don't truly open up though. Does anyone know of a product that will keep the roof watertight but can be opened completely, manually or otherwise?

I've tried observing from an apartment patio on occasions. Turbulence from heat rising destroys any image clarity. If you were saying you would do casual low power observing, no problem. For planetary, save your money or put in a cheaper non-opening skylight.
