layers in Star tools

looking to get advice on layering two pics in Star tools. I keep getting the picture sizes don't match message even I have tried either exactly matching the dimensions on the " new image size" in pixels and also matching pixel size in the X2/Y2 dimensions as well- even they are exactly the same it still says they don't match. What am I doing wrong here folks?
