Can someone recommend a program to shrink my images to 200k? Apparently lightroom can't reduce them that much.

If you're using Windows, the open source Prish image resizer works well and integrates in to the shell. Be careful where you download from, there are lots of scam sites out in the big world, sourceforge is safe.

AVG complains the installer contains the OpenCandy advertising program, but IIRC you can tell the installer not to install it.

Try saving as a PNG, ImageJ software can help.
Try to save same image in all the formats you can and see which looks best.

Lightroom can, but you need to reduce the dimensions first - to like 800x600.
