Also make sure the wifi adapter is turned on, all the Toshi's I've seen have a mechanical switch to disable bluetooth & wireless.
Check in the device manager to see if there is any incorrectly installed hardware, the wifi adapter may be shown there as an unknown device with the usual yellow question marks against it, but won't function untill the correct driver is installed. There may alsombe other incorrectly installed devices upon which the wireless depends. If you have trouble getting the correct driver, the VID/PID in the device properties will give an idea of what the device is, google search for that ID and you should find a description of the esact hardware.

Go back to the device manager and recheck, if you haven't got a device unknown or otherwise right click and scan for new devices.
