"Keep On Top" pluggin?, app? needed.

Does anyone know of, or have an application or windoze pluggin, patch or whatever, that will allow a program/application to be selected to stay on top of other applications, similar to the windows help window?

Ok, there are heaps out there, even some freeware one. I'm trialling Autowindow Manage 1.2 (http://www.eusing.com/WindowManager/WindowManager.htm).
