Looks like the military tracking units used in weapons tracking....or space shuttle (or the like) tracking units.

I've seen similar fixed tracking units at Woomera.

You have to wonder why sales of items like this are not restricted..the general public has no use for items like this.

lol im quite happy with the 400x500mm column that goes down 30 feet which is reinforced with rio rod... for now
