Well short of building on a bowling green or a mountain top , yes the horizon is a bit of an issue, unfortunately although somr of these trees are on my property, to see the south celestial pole I would have to prune trees on the neighbour place as well. 17 deg puts the pole pretty low...

Just move the mount
Buy out the neighbour it may be cheaper
Relax just drift around until you find it .
