Chrome Resolving Host problem

I have a frequent problem with Chrome involving the message "resolving host" that appears in the bottom left hand corner of the screen. This results in a long delay in downloading. I can temporarily remove the problem by flushing the DNS in CMD. However, this usually then requires restarting Win 10 and this is an annoying time consuming process. There are several methods of fixing this found on the web with these typically involving unchecking "Predict network actions" in the advanced settings of Google. However "predict network actions" cannot be found in my version of Google. Any other suggestions for permanently fixing the "resolving host" problem?
