"the seeing"

I'm wondering how you guys rate "the seeing" What do you use as a reference? I know if the stars are twinkling its bad but how do you give it a rating out of 10? Sometimes the whole sky is twinkling, others it is at the horizon but seems fine directly overhead. Other times (not very often) the whole sky seems stable. So I have it down to 3 differences. Just wondering how you divide it into 10. Thanks Cam.
